		WILLIAMS, Senior Circuit Judge: This case is the most recent stage of a long-running land-use dispute between George Washington University ("GW" or "the university") and the District of Columbia's Board of Zoning Adjustment (the "Board" or the "BZA").
		But an all-encompassing land use regulatory system may have either replaced that "property" with a "new property" (or with several, one for each authorized class of use), or conceivably have replaced it with less than a new property (thereby, one would suppose, effecting a taking).
		As universities are larger, make more intensive use of their land, and have greater spillover effects on neighboring communities than most other landowners, however, the District's legislative classifications meet this criterion.

	Antarctica - MSN Encarta
		Within the next 20 years sealers and whalers explored present-day Enderby Land on the eastern continental coast, Graham Land (now the northern part of the Antarctic Peninsula) and Adelaide Island off its coast, and the Sabrina Coast of East Antarctica and the neighboring Balleny Islands.
		An overland party explored the area now known as George V Land, although two of Mawson’s companions died and Mawson returned to his base barely alive.
		In 1933 Britain claimed the sectors of East Antarctica that BANZARE had explored as an Australian territory; this area was formally declared the Australian Antarctic Territory in 1936.

	EO DAAC Study: Disintegration of the Ninnis Glacier Tongue
		Situated along the eastern coast of the Antarctic Ice Sheet south of Tasmania, the King George V Land coast is characterized by embayments and large floating ice sheets that jut out from the coast, including the Ninnis and Mertz Glacier Tongues.
		The George V Land coast was first explored and mapped by members of the "eastern coastal party" of the Australasian Antarctic Expedition of 1911 to 1914, under the leadership of Sir Douglas Mawson.
		A 1996 study of the George V Land coast, which employed data acquired by the Japanese SAR satellite JERS-1, indicated that the Ninnis Glacier Tongue lost approximately two-thirds of its size between 1912 and 1993.

		George N. Constan of Marshall Space Flight Center named as acting manager of the new NASA Saturn fabrication plant near New Orleans by Director von Braun of Marshall Space Flight Center.
		The EOR or Direct Landing approaches required the Apollo crew to be on their backs during the landing and having to use television or mirrors to see the lunar surface.
		Moreover, the increased payload of the Saturn V to 43,091 kg (95,000 lbs) permitted further increases.

		As commander of the British, Australian, and New Zealand antarctic expedition (1929–30), he revisited Enderby Land, not seen since its reported discovery a century earlier, and discovered MacRobertson Coast.

	Antarctic Time Line of Discovery
		He discovers Victoria Land and enters the sea which is known famously now as the Ross Sea.
		This is the first sighting of land to the south of the Weddell Sea.

		Dinosaurs typically held their tails off the ground as they walked, and tail drags are rarely preserved.
		This behavior is recorded at the lower part of the trackway with the tail drag.
