Walton was on the board and proved instrumental in laying out streets, selling lots, letting out tracts to build a new churc h and a bridge, hiring a school master and launching a school - the Academy of Richmond County.
When Walton was again elected governor in 1789, the grand event was the ratification of the new Constitution of the United States.
According to Dr. Cashin's book, Walton referred to this arrangement as ``the narrow and selfish policy'' that forced the courts ``to move about in the wo ods.'' Walton argued the courthouse should sit solely in Augusta.

George Walton, the last of the Georgia delegation, who signed the declaration of independence, and with an account of whom we shall conclude these biographical notices, was born in the county of Frederick, Virginia, about the year 1740.
