Georgia 316 begins at Interstate 85 exit 106, near Lawrenceville, passes through Bethlehem, Georgia and Statham, Georgia and ends at the Georgia State Route 10 Loop near Athens.
Sections of 316 are multiplexed with U.S. Highway 29, U.S. Highway 78, Georgia State Route 8, and Georgia State Route 53.

The first project proposed under Georgia’s 2003 law is a plan to improve Georgia 316 by converting the 39-mile section between Interstate 85 and the Athens Loop into a limited-access toll road.
Unfortunately, misunderstanding is blurring the lines between the Georgia 316 toll road proposal and a second innovative option for the state: HOT lanes.
On Georgia 316, all vehicles would pay the toll in all lanes; those who don’t wish to pay the toll would have to choose an alternate route.

A proposal to convert Ga. 316 into a limited access toll road has been indefinitely postponed and is believed by some officials to be dead.
Former Georgia DOT Commissioner Wayne Shackleford predicted that Ga. 316 will eventually have high-occupancy toll lanes, which allow solo drivers to pay for access, as well as regular non-toll traffic lanes.

Georgia 316, which less than 20 years ago was the highly touted, not to mention expensive, solution to the need for a direct route from Athens to Atlanta.
Currently, 316 is seen as so dangerous, the need to redesign so immediate, the 2003 Georgia Legislature passed Senate Bill 257 establishing public-private partnership opportunities to fund and expedite transportation projects.
Despite little demand or projected need, GDOT is scheduled to "316" Jefferson Road, from Lavender Road into Jackson County thanks to an infusion of over 10 million federal and state dollars [The Scoop, Oct. 30, 2003].

Since the completion of the route in the mid-1990s, fatalities have occurred at the Georgia Highway 81, Georgia Highway 324 and Smith Cemetery Road intersections in Barrow County and the Harbins Road intersection in Gwinnett County, among other locations.
Barr, who will be running for the congressional seat in a newly drawn district that includes much of the Ga. 316 corridor, held a news conference last month outlining recent actions he's undertaken in connection with the route.
Barr's news conference came shortly after the Georgia Department of Transportation indicated that it was considering changing Ga. 316 to a toll road to speed up construction funding for any improvements to the route.

Georgia 316, the nearly 40-mile highway connecting Athens and suburban Atlanta, is likely to become a toll road in the next several years, an effort some say will pave the way for a biotechnology corridor rivaling North Carolina's Research Triangle Park and make the road safer for drivers.
The Georgia Department of Transportation expects in January to receive the first proposal to convert the heavily traveled 316, known as University Parkway, into an interstate-style highway with a toll, said DOT Commissioner Harold Linnenkohl.
Making 316 a toll road with limited access is a key to the University Parkway Alliance's vision of making the corridor a biotech hub.

Because the Transportation Board has not yet rescheduled a vote on whether to enter into a commitment agreement, Pinholster is quoted as saying that amounts to an "indefinite tabling" of the matter and one of the reasons he believes the project is dead.
"Georgia 316 is too valuable a part of the state transportation system to give up" on proposals to unclog its traffic congestion, said Board Member Johnny Gresham of Marietta.
