Cardinale said an academic study found that the total cost of collecting tolls at toll plazas, including all administrative, compliance and environmental costs, is significantly higher than the costs reported by the New Jersey Highway Authority for the cost of toll collection on the Garden State Parkway.
The legislation also states that recent studies found pollution levels at toll plazas are four times higher than the federal standards and at least one federal court decision supports the removal of toll plazas wherever pollution levels create violations of the Clean Air Act.
The study cited by Senator Cardinale was conducted by Professor Jonathan Peters of the City University of New York and Professor Jonathan K. Kramer of Kutztown University of Pennsylvania and is titled "The Model of the Total Cost of Highway Toll Collection."

With all of the lawsuits and Board actions going around that deal with scope of practice, "investigational techniques," who can or cannot correct subluxations etc., its nice to see our colleagues in New Jersey are on the ball.
Senator Gerald Cardinale has introduced a piece of legislation that permits only chiropractors to perform spinal adjustments to correct subluxations.
Imagine if we could get each of our states to enact similar legislation.
