Gerard Slevin (born November 1, 1919) was born in Cork, Ireland.
Slevin was assistant to Edward McLysaght, the Chief Herald of Ireland, from 1944 to 1954, at which time he succeeded McLysaght.
Slevin also designed the flag of the EU, a circle of 12 golden stars on a deep blue background, and in recognition of this was made a member of the Academie Internationale d'Heraldique.

He was one of a trio of European heralds who in the mid 1950s were tasked with devising a symbol for the Council of Europe, and it was his suggested design of the now ubiquitous circle of 12 golden stars on a deep blue background that finally found favour with the establishment in Strasbourg.
The account of Slevin's alleged prime role in the design of the European flag was repeated in an official history of the Genealogical Office/Office of the Chief Herald by historian and archivist Susan Hood, which was commissioned by National Library Director and Chief Herald Brendan O Donoghue and published in 2002.
The Irish Chief Herald Gerard Slevin did indeed play a role, but it was a relatively late and minor one, and despite personally favouring a design close to that finally accepted, he officially supported a design that was rejected.

In 1954, Gerard Slevin was appointed Chief Herald of Ireland and he provided devoted service in the fields of heraldry and genealogy from the Office’s headquarters in Dublin Castle, until his own retirement in 1981.
Such was the demand for the services of the Office when Gerard Slevin was Chief Herald, that he initiated a new genealogical-advisory service, manned by professional genealogists, to assist those of Irish descent keen to trace their ancestry.

Wexford Coroner's Court heard this afternoon that Gerard Slevin and two friends, including 34-year-old Alan Wright from Mulgannon in Wexford, travelled to Dublin in June of last year.
Having purchased some of the drug at the house, Mr Slevin said Mr Wright took the heroin in the car, which was parked at that time in the car-park of Our Lady's Hospital for Sick Children in Crumlin.
However Mr Slevin admitted leaving Mr Wright in the back seat of his BMW while they abandoned the car at the casualty entrance.

Gerard Slevin, Chief Herald of Ireland from 1954 to 1981, has been credited with the design the flag of the European Union according to his obituary in the Irish Times (28 March 1997), although the story seems difficult to substantiate.
Edward MacLysaght, Chief Herald for many years, has written extensively on Irish names, genealogy and also on heraldry.

Foran is said to have introduced Terence MacCarthy and his associate Andrew Davison to noble society in Europe, and to have facilitated their acquiring membership of the Constantinian Order of St George.
