The German head of government is known as the Chancellor (in German, Kanzler).
The position was held by the Prussian Minister-President Otto von Bismarck, until German unification under the German Empire in 1871.
In the 1871 German Empire, the Chancellor served both as the Emperor's first minister, and as presiding officer of the Bundesrat, the upper chamber of the German parliament.

In 1990, the Bundeskanzler Award program was created under an agreement between the German and U.S. governments in the hope that future important U.S. leadership positions would be filled with people who have a first-hand knowledge of Germany.
The Bundeskanzler Awards generally provide for one year (12 months) of study/research ­ preferably in the arts, humanities, social and policy sciences, law, journalism and communications, management, finance, and economics ­ at a German university and/or research institution.
The decisions of the National Bundeskanzler Selection Committee are primarily based on the candidate's leadership qualities, ability to demonstrate responsibility, academic performance, proposed plan of study or research, and the feasibility of these studies at German institutions.

Müller was a German poet of the early 19th century, who died at only 33 years of age; Schubert, you probably know (and whose picture is given here, not Müller's), was in fact an Austrian (Viennese) composer of the early 19th century, who also died quite young.
