My guess is that Gerudo a man lives a hundred years, and in that time propogates the species, then after he dies one woman is left pregnant, and she gives birth to a man, who then repeats the cycle.
The reason there are no Gerudo in TP, is because they were probably driven out shortly by the Hyrulian government shortly after it was reinstated.
