Tatarescu a cerut mâna de ajutor Angliei si Frantei si dupa ce i s-a dat, fara nici un contraserviciu, la ordinul dusmanilor ei [lor], a refuzat mâna întinsa.
Tatarescu, dupa aceasta curioasa procedare, dupa cum rezulta din propunerea facuta, vrea însusi sa înjghebeze o actiune pentru a cere din nou aceeasi mâna de ajutor pe care a lovit-o.

Dl Tatarescu conchide ca, in fata acestei situatii, vor suferi in primul rand partidele liberal si national-taranesc, iar, in al doilea rand, tara, prin disparitia lor, pe care o presupune apropiata".
