The most intriguing quality of a ghola is its ability to regain the memories of its previous life.

Gurney was never made into a Ghola, and didn't strike me as a man that would have responded well to being one.
It states in HoD that the BT created many gholas after the Duncan that was with Siona, either for thier own use or for the BG.
I can't be totally sure of that though as it seems FH hinted at the BT awakening a serial-ghola, and at the same time hinted that the ghola was flawed for another reason(perhaps because their plans always failed at using him as a weapon?).
