Katsav supported the unsuccessful 2002 cease-fire plan between Israel and the Palestinians (rejected by then Prime Minister Ariel Sharon) and refused to pardon Yigal Amir, the assassin of Prime Minister Yitzhak Rabin.
On April 8, 2005 Katsav sat near Iranian President Mohammad Khatami (born in the same city as Katsav) during the funeral of Pope John Paul II due to the fact that all world leaders present were arranged according to alphabetical order.
President Katsav would later claim that he shook Khameni's hand and spoke in Persian with both the President of Iran and Syrian President Bashar al-Assad, during the funeral service's traditional "exchange of peace".

In 1969 she married Moshe Katsav, who is currently serving as the President of the State of Israel.

Katsav was born in Yazd in Iran, but in 1951, at the age of 5, his family brought him to Israel.
Like hundreds of thousands of other immigrants to Israel in the same period, his family underwent considerable hardship, as the nascent state of Israel, poor and still recovering from the considerable devastation of the War of Independence, struggled to cope with a doubling of its population in the space of a few years.
Upon arriving in Israel, the Katsav family was initially sent to a transit camp at Haifa before dispatched to an immigrant tent-camp in Israel's south, inland from the port city of Ashdod.

Beit Hanassi, President Moshe Katsav's official residence, has dismissed charges made in an open letter to Gila Katsav, the wife of the president, published on the front page of Wednesday's The Jerusalem Post, that the president ignores the plight of certain MIAs.
In the letter, Miriam Baumel, the mother of Zachary Baumel who, together with Zvi Feldman and Yehuda Katz, has been missing in action since the battle of Sultan Yakub in June 1982, charged that Katsav neglects to mention her son and other MIAs when he meets foreign leaders and talks to the media.
Baumel asks Gila Katsav "mother to mother": "Would it not be painful [to you] to hear him [the president] mention other missing people in the media and meeting with other families of missing people while disregarding your son?
