A British scientist, Walker, who was the head of the Indian Meteorological Service, had been asked in 1904 to try to figure out how to predict the vagaries of India's monsoons after an 1899 famine that was caused by monsoon failure.
Walker was convinced that all these events were part of the same phenomenon.
Walker conceded that he couldn't prove his theory but predicted that whatever was causing the connection in weather patterns would become clear once wind patterns above ground level, which were not routinely being observed at that time, were thrown into the equation.

The Walker circulation is caused by the pressure gradient force that results from a high pressure system over the eastern pacific ocean, and a low pressure system over Indonesia.
When the Walker circulation weakens or reverses, an El NiƱo results, causing the ocean surface to be warmer than average, as upwelling of cold water occurs less or not at all.
The Walker circulation is seen at the surface as easterly trade winds which move water and air warmed by the sun towards the west.

Sir Gilbert Thomas Walker (1868-1958) was an English physicist and statistician of the 20th century.
A professor of electrodynamics at Cambridge University, Walker joined the British Foreign Service in 1903 and was stationed in India, where he rose to head the British meteorological service.
Walker continued his studies of yearly weather and climate change after his retirement from India and acceptance of a professorship in meteorology at Imperial College.
