Gilmer County was created from Cherokee County on Dec. 3, 1832 by an act of the General Assembly (Ga. Laws 1832, p.
However, the new county was not able to function as a county because of its size and the fact that Cherokee Indians still occupied portions of the land.
Gilmer -- a strong proponent of state sovereignty over Cherokee lands in Georgia -- was governor at the time of the Cherokee's forced removal to the west.

Gilmer County was created by an act of the Virginia General Assembly on February 3, 1845 from parts of Lewis and Kanawha counties.
He represented Albemarle County in the Virginia General Assembly from 1829 to 1840, with the exception of two sessions, and served as Speaker of the Assembly in 1838 and 1839.
In 1861, Currence Conrad, the delegate representing Gilmer, Calhoun, and Wirt Counties in the Virginia secession convention voted for Virginia to remain in the Union.
