In today's ruling on the death of 25 year-old Tony Martin, WA coroner Alastair Hope criticised WA Police and the Department of Justice for their handling of the matter, and said the killer or killers of Mr Martin would likely never be caught.
Mr Martin disappeared on Christmas Eve 1994 while serving a magistrate's probation order at Gilroyd Station, 250km south-east of Carnarvon.
Mr Martin's foster parents filed a missing person report in early 1996 and his burnt clothes and personal documents were found by a jackaroo at a remote part of the station in mid-1997.
The WA Department of Justice has admitted that protocols for the placement of adult offenders on remote stations were not developed until six years after the death of a young Aboriginal offender.
Tony Martin, 25, was beaten to death at Gilroyd Pastoral station in 1994, south-east of Carnarvon, where he was serving a probationary order.
The State Coroner yesterday found the Justice Department failed to ensure that the station manager was trained to deal with young offenders and had not properly monitored Mr Martin's stay at Gilroyd.

VOLUNTEERS from the young to the young at heart are invited to take part in community bulb planting at Gilroyd in Barnsley on Saturday (19 November) between 10am and noon.
Neighbourhood Pride officers from the council will supply bulbs and gardening tools, so all that is needed are willing volunteers in warm clothing and sensible footwear.
