At the time, the country was deeply embroiled in World War II and Stalin wanted a Russian theme for the national anthem, to replace the Internationale.
Mikhalkov penned words to accompany a musical score by the composer Alexander Alexandrov (1883-1946) that became known as Gimn Sovetskogo Soyuza, or the "Hymn of the Soviet Union." The new hymn was presented to Stalin in the summer of 1943 and was introduced as the country's new anthem on January 1, 1944.
The result was the Gimn Rossiyskaya Federatsiya ("Hymn of the Russian Federation"), which was officially adopted as the Russian national anthem in 2001.

2001-: Gimn Rossiyskoj Federatsii ("Hymn of the Russian Federation"); this is in fact the old hymn of the Soviet Union, but the text was rewritten by Mikhalkov (who also wrote the lyrics for the Soviet hymn).

Call me disloyal, but I'm totally in love with the Gimn Sovetskogo Soyuza.
The new Russian national anthem that Vladimir Putin reinstated (replacing the Glinka piece that they never received any lyrics)--which is set to the same music but with different lyrics--is also nice but is a bit too pro-Slavic in its orientation.
I'm not a big fan of national or political ideologies, but the music and words to the 1944 ur-version are very stirring.

Yabloko has staunchly opposed the Soviet hymn as one of "the symbols of the bloody crimes of Stalinism," proposing instead to keep the provisional Glinka anthem or adopting a completely new melody.

Hey, and you wouldn't even have to spend a lot of time and money on writing a new anthem.
You could simply adopt _Gimn Sovetskogo Soyuza_ as the new national anthem of the United Communist States of America -- only some very minor rewriting of the lyrics required.
Not entirely sure if the current Russian government would approve, though.
