Giuliano Amato may be a lucky man. On paper, Italy's new prime minister faces a daunting array of challenges, starting with the need to re-establish credibility inside a fractious center-left coalition that is still smarting from a stinging defeat in last month's regional elections.
Amato, 61, a former prime minister who is respected in international financial circles and was seen as a recent candidate to head the International Monetary Fund, has now managed to coax the disparate elements of the center-left majority into backing his new government.
Amato is a Blair-style Socialist who has made no secret of his belief that Italy needs to bolster its competitiveness, move away from old-style collective bargaining and rigid labor markets, privatize state concerns such as the ENI energy group and ENEL, the electric utility, and who is an avowed enemy of state monopolies.

Amato believes that the reasons for wanting to sign the European Union’s new constitutional treaty in Rome and to hold the Intergovernmental Conference (IGC) of the Heads of State of Government in the second semester of 2003 under the Italian presidency of the Union are not only symbolic and involving prestige.
The proposal advanced by Mr Amato for exclusion from the EU of “a country failing to ratify the new Treaties, or repeatedly attempting to block a crucial decision on which broad consensus by the other members has been reached” is based on an assessment of the meaning the construction of Europe has now assumed.
Mr Amato believes that the impetus for a profound reform in Europe derives principally “from the need for institutions that are suited to the current era” and from the awareness that European integration constitutes an “element of protection from internal and external threats”.
