Declassification Dispute Ends, 1963 Document Released
An extraordinary dispute among senior Bush Administration officials over whether to declassify a forty-year-old CIA document culminated last week in the public release of the contested document -- a one-page 1963 biography of Giuseppe Saragat (1898-1988), leader of Italy's Democratic Socialist Party who would go on to become that nation's president (1964-1971).
Declassification of the document was originally mandated in 2003 by majority vote of the Interagency Security Classification Appeals Panel (ISCAP) -- an executive branch body composed of representatives of the Departments of Defense, State and Justice, the CIA, NARA and the National Security Adviser.
The belated release of the CIA biography of Giuseppe Saragat thus marks a small departure from the Agency's otherwise indiscriminate secrecy.

 Muddle in Milan - TIME
Crowding into Milan's seedy, smoke-filled Halcyon Theater, 547 Social Democratic bigwigs shouted and orated in impressive abstract discussions of Marxist theory, but were unable even to agree on a platform for Italy's general elections, now only six months off.
After years of unchallenged dominance of the party, moody, long-faced Giuseppe Saragat, 59, twice Vice Premier of Italy, was seriously threatened by 36-year-old Matteo Matteotti, whose only program was unification after the elections.
Saragat's answer was the one he has made ever since the merger was first discussed: "Unification cannot date from the elections but only from Nenni's break with the Communists." Saragat carried the day, but only by a narrow margin.

 Togliatti's Round - TIME
All that remained was for Nenni to meet Saragat's prime condition for unification: denunciation of the "unity of action" pact that has bound Nenni's Socialists to Italy's Communist Party since 1946.
Exactly what the new agreement implied no one (except Nenni and Togliatti) really knew, but its clear effect was to postpone the unification of Italian Socialism and the emergence of a strong, democratic left wing in Italy.
Said angry Giuseppe Saragat: "The new pact reveals that those Socialist Party members who want autonomy have surrendered to Communist forces now within their party apparatus.
