Giuseppe Torelli (Verona, April 22, 1658 - Bologna, February 8, 1709) was an Italian violinist, pedagogue and composer.
He was the brother of Felice Torelli, a noted painter, and is most remembered for his contributions to the development of the instrumental concerto, especially concerti grossi and the solo concerto, as well as compositions for strings and continuo, as well as for trumpets.
Regarded by some as one of the greatest Italian composers and violonists ever, Torelli was a pupil of Giacomo Antonio Perti in Bologna, Italy.

Torelli was indeed the composer of the first actual symphonies, although he made little distinction over sinfonia/concerti grossi/sonata.
For example, they would say that Vivaldi's concerti ripieno (a type of piece also written by Torelli, incidentally, and which I've mentioned in the article) are not symphonies, because they use the ritornello form of the concerto, rather than binary form or sonata form.
But in brief: no books I looked at considered Torelli to be a composer of symphonies - the symphony is really a Classical form by definition, so while Baroque composers might have written concerti or suites or whatever that resemble symphonies, they're not regarded as being part of the symphonic tradition.

Giuseppe Torelli was active in the orchestra of the huge Basilica di San Petronio in Bologna, first from 1686 to 1695 as a violist and then, from 1701 to 1709, as a violinist; in the intervening years, during which the basilica’s orchestra was disbanded, he worked in Ansbach and Vienna.
The so-called Concerto by Torelli is not to be found among the rich collection of manuscripts still surviving in Bologna, but instead appeared in about 1715 as the sixth in a series of concertos by Bitti, Vivaldi, and Torelli published in Amsterdam by Etienne Roger, who, incidentally, was also Corelli’s publisher.
Its structure, too, resembles that of several other Torelli pieces in which the trumpet serves as a foil to the continously operating string body, so that it is not to be considered as a trumpet concerto, but rather as a (group) concerto with trumpet.
