Gizmo was stupid enough to mess up all the time, nevertheless, he was an overall positive ally for scrooge in defending his giant shrine to capitalism, the money bin.
Gizmo Duck is awesome and he also has many great emotion-provoking scenes.

Neptuna was a fish, and Stegmutt was a generic dinosaur-man who "used to be" a duck (he was transformed by an evil scientist into a dino).
Like I said, GD was only in a few eps of Darkwing Duck, and, for thee most part, he and Darkwing didn't get along (Darkwing was miffed by how easy Gizmo's suit made crime-fighting, while Darkwing had to put in a lot more hard work to accomplish the same things).

To the person who says Inspector Gadget is a rip off of Get Smart it is not, it is a version for kids, it is done by the same guy who played agent Maxwell Smart, it is meant for kids and he was always a great actor for comedy in his day.
The first episode that he went into the human world and made his way back to his own world was okay, but after the human world episode(s?) where he acted like it was his normal life, I knew the series was over.
I prefer to think of him as a lookalike who dresses like Darkwing (ducks tend to look alike, y'know) since the Negaverse was explained only as being a "secret hideout" with no follow-up as to how Negaduck was able to construct the portal that took him there.
