A MESSAGE FROM THE NEW CHIEF OF THE AIR STAFF AIR CHIEF MARSHAL SIR GLENN TORPY, KCB CBE DSO BSc (ENG) FRAeS April 2006
Air Chief Marshal Sir Glenn Torpy was born in 1953 and joined the Royal Air Force in 1974 after studying Aeronautical Engineering at Imperial College London.
He was Station Commander Royal Air Force Bruggen in Germany, which at the time was the largest Tornado base in the Royal Air Force, before graduating from the Royal College of Defence Studies in December 1997 and subsequently completing the Higher Command and Staff Course in April 1998.
Air Chief Marshal Torpy was Assistant Chief of Staff J3 (Operations) in the Permanent Joint Headquarters during Operation DESERT FOX in Iraq and Operation ALLIED FORCE, the NATO intervention operation in Kosovo, for which he was made a Commander of the British Empire.

Torpy told the paper the number of British bases was likely to be consolidated to just one outside Basra.
Torpy also told the paper that the British commitment of 900 troops in the Balkans would also be over by the end of next year.

 LUFTLED nr. 1 - 2004- Luftmilitært Tidsskrift
One of the main lessons identified during the conference was that network-centric warfare is not yet mature — although to a degree, the concept (integrating command-and-control, sensors and weapons by networking them) was effective.
That this is not self-evident in all air forces was proven by a point made by Air Marshal Torpy: «It is essential to me that, when you’re stressed on fuel and on assets, every platform in the air has to be multi-role.
We should force an agreement on a uniform application and execution of joint live support coordination measures.» The last would be needed to be able to work with a high degree of precision regardless of whether the ground troops are army, marine corps, special operations forces or coalition troops.

Air Marshal Torpy: You are absolutely right, Mr Chairman, and certainly we would never be able to recover an aircraft which we had done that to, I do not think.
Air Marshal Torpy: There were certainly certain assets—and you have picked on one, the E3D—which were flying at very high rates.
Air Marshal Torpy: You are absolutely right, one of the main underpinning objectives of the campaign was to make sure that we minimised damage to civilian infrastructure and civilian casualties as well.

Air Marshal Torpy: Obviously the first thing - and I know the Committee will be aware of this - we had a very established command and control relationship with the United States air force as a result of the no-fly zone operations, and we were really building on exactly that structure.
Air Marshal Torpy: Not to my knowledge, because those targets which we knew would demand scrutiny by the Ministry of Defence were targets which were so significant that we had thought about the clearance well in advance and where they sat in the campaign plan.
Air Marshal Torpy: To those people who are not familiar with air operations, I think it sometimes comes as a surprise at their very high level of integration.

After weeks and weeks of reports detailing bomb attacks, kidnappings and the regular killing of American soldiers, the idea of a satisfactory conclusion being on the way - and quite soon according to Torpy - must have led to a welcome upturn in allround morale.
