The 2004 report focused on Political corruption and how political and party finances play an influential role in the levels of corruption worldwide.

 Anti-Corruption Group Targets Construction, Procurement
TI's "Global Corruption Report 2005," released March 16, focuses on construction and post-conflict reconstruction, and includes sections on Iraq, Afghanistan and the countries devastated by the December 2004 Indian Ocean tsunami.
The organization found that the construction sector is especially vulnerable to corruption, the report said.  Not only is there fierce competition for major contracts, but the need for multiple approvals and permits leaves the process open to abuse.
"Corruption thrives in a context of confusion and change," the report says.  Iraq is especially vulnerable due to its recent history of conflict, tyranny and mismanagement as well as the sizable reconstruction funds that have been pledged by the international community.

Dubey was shot dead after his complaint of corruption reached the Government which ignored his request for confidentiality.

The key theme of the report is "abuse of political power for private gain." Whether Estrada stole from the public treasury or took bribes from operators of jueteng, an illegal numbers game, wealth was extracted through manipulation of political power.
The report echoes literature on political corruption, based on studies of the World Bank which has emphasized the theme that corruption is anti-poor.

In its Global Corruption Report, Transparency International says, “The scale of corruption is magnified by the size and scope of the construction sector.” Muzong Kodi is the group’s director for Africa and the Middle East.
The report says, “Corrupt practices are found at every phase in construction projects.” It says they are vulnerable for several reasons.
The report also says, “The challenges faced by conflict-affected countries are formidable…and…the need for anti-corruption measures is particularly acute in the first years after war.” For example, Transparency International calls on the international community to ensure there’s transparency in the rebuilding of Iraq.

In a statement, the Puwersa ng Masang Pilipino (PMP) said TI may revise certain portions of its 2004 Global Corruption Report following a flurry of protests and the threat of a possible lawsuit from Estrada’s camp.
Quoting Dolores Español, chairwoman of TI’s Philippine office, the statement said she is personally leading an effort to correct portions of the controversial report on corruption.
