Many Rwandans claim that there was little inter-ethnic rivalry until it was deliberately encouraged by the Juvénal Habyarimana government as a ploy to counter Paul Kagame and the Rwandese Patriotic Front's largely Tutsi invasion on October 1, 1990.
The genocide was at least partly financed with money misappropriated from international aid programs, such as the funding provided by the World Bank and the IMF under a Structural Adjustment Program.
The Rwandan genocide and the resulting large numbers of refugees destabilized the regional balance of power along the Zairean border, resulting in the start of the First Congo War, which set the stage for the Second Congo War that continues to trouble the region.

The Rwandan Genocide was the slaughter of an estimated 800,000 Tutsis and moderate Hutus by a group of Hutu extremists known as Interahamwe during a period of 100 days in 1994.
For many, the Rwandan Genocide stands out as historically significant not only because of the sheer number of people that were murdered in such a short period of time, but also because of the way many Western countries responded to the atrocities.
The genocide was brought to an end only when the Tutsi-dominated expatriate rebel movement known as the Rwandese Patriotic Front, led by Paul Kagame, overthrew the Hutu government and seized power.

As a genocide survivor and eye witness, I intend, by this presentation, to shed some light on the three moments (before, during and after the 1994 genocide) that define the horror the Tutsi underwent as a plaything of Hutu-led regimes and is undergoing as a rejected survivor.
Rwandan media were used to spread the ideology of genocide, to encourage and incite the general population to join in the government's orchestrated killing campaign and to identify individuals targeted to be killed.
What makes it genocide is that there is an identifiable group, discriminated against on the basis of religion, the crimes are implicitly supported by the state and there is pre-meditation and an intention to destroy the group in whole or in part or create such conditions that makes their survival difficult.

During the trial on the count of genocide, evidence was presented with regard to some of these acts, which constituted the underlying acts for the alleged genocide.
Therefore, it is reasonable to assume that he bore this in mind when evidence was given at the trial for genocide and that any requisite testing of that evidence for sentencing purposes was undertaken by him at that time or at the time of his sentencing hearing on the crimes to which he pleaded guilty.

In response to then-President Mobutu Sese-Sekou’s inability to stop these attacks and his suspected complicity in the ethnic violence, a coalition that came to be known as the AFDL (the Alliance of Democratic Forces for the Liberation of Congo-Zaire), formed to oust him from power.

I find it extremely frustrating that the United Kingdom is one of Rwanda's major donors, yet there is clear evidence of Rwandan involvement in the conflict in the Democratic Republic of the Congo.
They took the view that what was needed to get the so-called negative forces—the Rwandan irregular forces—out of the eastern Congo and back to Rwanda was aid to Rwanda so that those forces would have a livelihood if they went back to their own country.
The aid that our country gives to Rwanda is part of the solution to getting the irregular Rwandan rebels out of the eastern Congo and back across the border to their own country, where they can prosper if a rural livelihoods programme is provided through our aid and assistance.
