Emperor Shirakawa (r.1072–86) continued to rule as a retired emperor after his abdication, and, after 1096, as a priestly retired emperor.
Goshirakawa's partisans, who included Minamoto no Yoshitomo (1123–60) and Taira no Kiyomori (1118–81), were victorious.
Goshirakawa, as retired emperor (1158–92), had some influence in the government, but in 1167 Kiyomori had himself appointed prime minister and gave important posts in the central and provincial governments to his clansmen.

Born Masahito, Goshirakawa was the fourth son of Emperor Toba and Fujiwara Akiko (Shoshi).
The military families were, however, too powerful for the cloistered former emperor to control, and the imperial court had to grant Minamoto Yoritomo's request entrusting him with the administration of territories conquered by him and his followers during the civil wars.
Goshirakawa died of illness in the spring of 1192.

The catch was that the shogun could move those armies without the Emperor's permission, thus making the shogun the true ruling power in the country.
Emperor Gotoba in Kyoto wanted to take back control of the country and raised his own army.

The year is 1159, and a revolt against the emperor Goshirakawa begins with an attack on the Imperial Palace of Sanjo by the rival Minamoto clan.
In order to protect the emperor and his younger sister princess Josaimon-In, decoys are sent from the palace in the form of Moritoh (Hasegawa), a warrior of the imperial palace, and Kesa (Kyo), a lady in waiting to the princes.
However, the insurgency is quickly quashed, and the heads of the decapitated traitors hung from the Gate of Hell at the palace entrance.

In the Siege of Sanjō Palace, Nobuyori and his Minamoto allies abducted the former emperor Emperor Go-Shirakawa and set fire to the Palace.
While Nobuyori was careless, Kiyomori let the Emperor Nijo and the former emperor Goshirakawa escape to Kiyomori's side.

The Retired Emperor Goshirakawa, angered by the illegal appeal, had Myoun exiled to Izu.
When Myoun visited the retired emperor at his palace, it was attacked by forces led by Minamoto no Yoshinaka, a general of the Minamoto clan, and Myoun was struck and killed by a stray arrow.

In 1156 open conflict broke out between the cloistered (retired) emperor and the reigning emperor, and military men were called in on both sides.
On one side, supporting the cloistered emperor, was a force led by Minamoto no Tameyoshi (1096-1156); on the other side, the emperor, Go-Shirakawa, had the backing of a coalition led by Taira no Kiyomori (1118-81), which also included among its leaders Tameyoshi’s own son, Yoshitomo (1123-60).
But Kiyomori returned quickly to Kyoto and managed to smuggle Goshirakawa’s son, Emperor Nijo, out of the palace disguised as a lady-in-waiting and to escort him to the main Taira residence at Rokuhara in the southeastern part of the capital.

Retired Emperor Toba forced his son and successor Sutoku to abdicate in favor of another son, Konoe (it is said because he greatly loved Konoe's mother), and then, when this emperor died young, passed Sutoku's son and installed Goshirakawa instead.
The Hôgen disturbance erupted in 1156 following Toba's death and was as brief as it was violent, and its outcome was decided in a single battle when the supporters of Goshirakawa stormed Santoku's residence, captured the retired emperor and exiled him to Shikoku.
The latter prevailed with the decisive support of Kiyomori, whose incredible clemency to two of Yoshitomo's sons, Yoritomo and Yoshitsune, would prove to be the undoing of the Taira.

The number thirty-three is derived from the belief that, in order to save man from danger and distress and bestow prosperity and happiness, the Bodhisattva Kannon can transform him/herself into one of thirty-three different forms, assuming whichever one is most appropriate for a particular time and place.
This temple was founded in 1164 A.D. at the demand of the Emperor Goshirakawa, who was not only a pious devotee to Kannon Bodhisattva, but also has the reputation of being an earnest sovereign in his attempt to bring about peace by propagating the Buddhist faith throughout the country.
In 1249, the hall was burnt down, and the then Emperor Gosaga issued immediately an order to reconstruct another in the very same style as the original building and the arrangement of 1,001 Kannons (Goddess of Mercy).

Unfortunately, in the course of the wars at the end of the twelfth century the Daibutsuden was destroyed by fire in the year 1180.
With the support of the Retired Emperor Goshirakawa and the help of contributions collected from all over Japan, the Hall was rebuilt and the new dedicatory ceremonies in 1195 were attended by Minamoto no Yeritomo, the de facto ruler of Japan, along with tens of thousands of his troops.
The Hall was burnt down Agian in 1567 and work on the present structure, which took some twenty-five years, commenced in 1684.
