The judge's goal is not simply to hand down a sentence and move onto the next case, as in most courts.
Whether this particular judge truly is uniquely capable of running a program like this can only be determined by trying such a program elsewhere (as is now being done), but with similar training, many current judges around the state (and non-judges for that matter) facing the same institutionalized incentives could probably run a similar program.
Courts (judges and/or prosecutors) would be given transferable "title" to beds for non-violent offenders, requiring prosecutors to recommend a particular person for release when sentencing a new offender to a prison term when the court has no more beds in the prison.

If the goal is moved from it's moorings the goal judge should flash the goal light until the goal is returned to it's correct position by the referee/linesmen (or possibly by the netminder or some other player) no matter how long it takes for you to be noticed.
A goal judge should pay attention to the game at all times so should not be surrounded by a group of friends chattering away.
A goal judge is not allowed to try to distract the netminder (or other players) and should not shout abuse at the netminder (or other players).
