This was the first Godzilla film to be produced in the Heisei period (Emperor Hirohito passed away early the same year).

GODZILLA VS BIOLLANTE : Encyclopedia Entry
In addition to the genetic mutation Biollante and the second incarnation of the "Super X" flying battleship, it features a heavy element of espionage and several action sequences inspired by the James Bond films, as for the film's director Kazuki Omori himself being a fan of James Bond.
Godzilla is unaffected by the germs, and continues on.
With Godzilla apparently taken care of, the mortally wounded Biollante (Godzilla fired his atomic ray into her mouth causing it to blast out of her back) succumbs to its injuries and dies, disintegrating and once again, firing its spores into space.

Breaking Windows 2.0: Godzilla vs. Biollante Region 2 DVD Review   (Site not responding. Last check: 2007-10-10)
Godzilla, revived by a blast from a bomb planted inside his supposed tomb deep within Mount Mihara, explodes from his confines with a fury never before seen in a G-film.
Biollante's initial form proves to be a nearly worthless adversary to the newly revised Godzilla, and at one point forms a shield with its vines, cowering in fear.
Biollante's acid spit is impressive late in the movie, but the addition of the optical animation was unnecessary and seems out of place in the struggle.

 Godzilla vs. Biollante (Review)
Much to the SDF’s surprise, Godzilla seems unaffected by the bacteria coursing through his veins, which leads to the speculation that the ANEB might not be spreading quick enough due to his low temperature.
The start of the movie being the climax of The Return of Godzilla (1984) is also nice, although a similar motif was done in Terror of Mechagodzilla (1975) which was also born from a similar contest (coincide, I suppose).
For the time period, the special effects in Godzilla vs. Biollante are very impressive although, as expected from a movie constructed in less than a year, they are uneven in spots, but not to the degree that the Godzilla series is “famous” for.

 17) GODZILLA VS. BIOLLANTE (1989)
Godzilla quickly defeats the Super X-2, reducing it to so much scrap metal, just as he did to its predecessor five years earlier, when a sharpshooter manages to hit the kaiju’s skin with a projectile that injects the ANB into his bloodstream.
Biollante became the first dai kaiju born of genetic engineering, and not radiation, mysticism or extraterrestrial origins, as was always the case in the past.
Biollante, despite her very fearsome appearance, didn’t present much of a threat to the Big G, and I believe that she was the least exciting of all his foes in the Heisei Series (she was actually better realized, albeit as a villian, in Marc Cerasini's novel GODZILLA AT WORLD'S END).

 Biollante
To salvage the essence of his beloved daughter, Erika, Geneticist Dr. Shiragami, combined her DNA with that of her favorite roses cells and Godzilla’s; It grew to a point where it became a cognitive monstrous tendriled plant with a toothed mouth and tentacles.
After it is attacked by Godzilla's radioactive ray, the bio-monster mutates into an even larger form, replacing its flower petals with fang-lined jaws, fearsome tendrils, and bristling dorsal spines, as if to signify the shifting of genetic dominance from the gentle Erika to the bestial King of the Monsters.
The two battle to a standstill, with Godzilla retreating into the ocean while Biolante dissolved into a shower of spores, its ultimate dissolution releasing heavenward the trapped soul of Erika.

Stomp Tokyo Review - Godzilla vs Biollante (1989)
Godzilla re-enters our story when Biomajor plants a bomb on Mt. Mihara, basically to flmail Japan with the threat of releasing Godzilla unless Japan hands over the ANEB (though in an example of some of the bizarre dubbing in the English version, one character states that Godzilla is the "hostage" in this situation).
Because the word "Godzilla" is in the title you know that the bomb goes off and Godzilla is free to stomp the heck out of the portions of Japan he missed the last time around.
Godzilla vs Biollante is most important as the first engaging movie since the franchise was resurrected in 1984.

Cold Fusion Video Reviews: Godzilla vs. Biollante
It's to Shiragami that the stolen Godzilla cells go, and that's fine and dandy, except a bomb attack from some unnamed rival destroys Shiragami's lab and the cells, and also kills Erika, among the cultured roses of which she was so fond.
That's right, Godzilla may be waking up from the bottom of the volcano on Mt. Mihara, where he fell at the end of Godzilla 1985.
Plus there's the rosebush (dubbed "Biollante" ostensibly after a character in Norse mythology -- what the hell, it's better than "Posie"), who exerts some kind of influence on Godzilla since it is half-cloned from his cells.

 Godzilla Vs Biollante (1989)
Plot Outline: Godzilla remerges from the volcano where everyone thought he died and starts to destroy Tokyo, only this time he looks to be unstoppable.
Biollante, by far the biggest ever opponent for Godzilla, doesn't do that much although the make-up and special effects for it are interesting to say the least.
Godzilla is also given a meaner, more aggressive look in this one - a far cry from the feeble robot-like monster from the previous film or the superhero version from the late 70s.

Biollante contains the same cells as him...and this creates some sort of bond between the two, one that neither seems to be very keen of, and Godzilla sets off to the lake where Biollante is stood, and proceeds to blow it up via his Nuclear breath, before taking on the Super X-2.
Biollante isn't just some sort of ridiculous alien or undersea beast that we have all somehow missed, it, like Godzilla, is the bi-product of science gone wrong, a theme that the movie explores.
Biollante, in both it's forms, is excellent, and it's more menacing second form is one of Toho's most ambitious creations, and the gamble they took with it paid off.
