Milligan v. Golden Gate Bridge Highway & Transportation Dist. (2004) [ Cal.App.4th ]   (Site not responding. Last check: 2007-10-17)
JONES, P. Appellant Renee Milligan contends the Golden Gate Bridge Highway and Transportation District (the Bridge District) must be held responsible for the death of her teenage daughter who committed suicide by jumping off the Golden Gate Bridge.
The theory of appellant's challenged complaint was that the bridge constituted a dangerous condition of public property because it lacked a suicide barrier in addition to the existing three and one-half foot safety railing.
Appellant pled specifically that her "daughter committed suicide by jumping off of the Golden Gate Bridge." As the phrase implies, a suicide barrier would be used to protect those who intend to commit suicide by jumping off the bridge.

If Golden officials had followed a plan developed in the mid-1980s to reroute Highway 93 onto the western outskirts of town, he says, Golden wouldn't now be facing the prospect of thousands of additional cars streaming into its neighborhoods.
While Golden is traditionally regarded as a quiet enclave of old-time Colorado, the town has experienced periodic bouts of political infighting that would make a big-city pol feel right at home.
But several other former Golden mayors---anyone who spends much time on the Golden City Council seems to eventually become mayor--say the issue of where to route Highway 93 was more complicated than that.

Symphonies in Steel: San Francisco Bay Bridge and the Golden Gate
The Golden Gate Bridge is the result of the long-term determination of the people of six California counties who, eventually, formed themselves into a Golden Gate Bridge District comprising the city and county of San Francisco, Marin, Sonoma, and Del Norte counties, as well as a portion of Napa and Mendocino counties.
Since it had long been apparent that the bridging of the Golden Gate, despite the many problems its construction would entail, would mean an effective opening up of the counties north of San Francisco, much planning went into the implementation of the visions and dreams of the members of the Bridge District.
In 1928, earlier efforts culminated in the incorporation of the Golden Gate Bridge and Highway District; in November 1930, the voters of the concerned counties passed a $35 million bond issue to finance the building of the bridge, while pledging the property of these counties as security for the payment of the bonds.
