For celebration of the 30th Anniversary of the Taipei Golden Horse Awards and the Year of Cinema, Special Mention for Mainland cinema figures was established and the Memorial Awards were presented to 32 senior cinema figures, in addition to the invitation to the delegation of cinema figures of Mainland China.
The Golden Horse Committee convened its first annual meeting in February by having an agenda focusing on the probabilities of the collaboration of the Chinese moviemakers from Taiwan, Hong Kong, and China.

The village of Exford was disappointed at the loss of Golden Horseshoe 2004 and has campaigned hard for its return, offering help of various sorts to persuade Endurance GB that a return to the Exford Auction Field as the Golden Horseshoe venue would be beneficial to both the riders and the organisers.
After an Open Meeting in the village in September 2003, it was decided to investigate the feasibility of returning to Exford for 2004 and, as a result, plans started in earnest once the ride proposal had been accepted by the Management Committee in November 2003.
