The Gomery Commission, formally the Commission of Inquiry into the Sponsorship Program and Advertising Activities, was a federal Canadian commission headed by the retired Justice John Gomery for the purpose of investigating the sponsorship scandal, which involved allegations of corruption within the Canadian government.
The Commission was called by former Canadian Prime Minister Paul Martin in February 2004 soon after a report by the Auditor General of Canada found unexplainable irregularities in the Sponsorship Program.
Gomery specifically said that Martin "is entitled, like other ministers from the Quebec caucus, to be exonerated from any blame for carelessness or misconduct", as the Department of Finance's role was not oversight, but setting the "fiscal framework".

The Commission ruled that parliamentary privilege applied to the testimony before the Public Accounts Committee of the House of Commons (the parliamentary Committee), and that this testimony could not be used in cross-examination in proceedings of the Gomery Commission.

The first requires the Commission to investigate and report on questions raised, directly or indirectly, by Chapters 3 and 4 of the November 2003 Report of the Auditor General of Canada.

Justice Gomery emphasized the lack of: accountability, honesty, clarity, trasparency and responsibility in all institutions and departemts.
Similarly, I don't suspect Gomery would have allowed this book to be released while the publication ban was in effect, but anyone could take notes at the time the evidence was being given and be ready to publish a book when the green light was given.
The biggest problem of Justice John Gomery is that he is not able to give any recommendations to these businessmen of oil companies in Alberta, Quebec, British Colombia and other places, who are controling the major powers of the federal government in Ottawa through their invisible hands.

Here's one example: Gomery's Report did not, as the media rushed to declare, "exonerate Paul Martin" and IMO Paul Martin cannot be exonerated until the role of Basi and Virk is fully revealed.
The worst outcome of Gomery would be a Conservative government, which by the way is where the media is going with this, instead of addressing issues with why this took place we will elect a more corrupt bunch to clean it up.

OTTAWA - The Martin government pressured the Gomery commission to release to them copies of its first report on the sponsorship scandal five days in advance of the official release date, recently obtained government documents reveal.
Gomery submit the report to the government on Friday, Oct. 28, to give Prime Minister Paul Martin and PMO officials the weekend to digest the much-anticipated report and prepare communication lines for the public release on Nov. 1.
But in a Sept. 22 e-mail, obtained by CanWest News, the commission’s co-ordinator at the Privy Council Office advised other senior officials that their attempts to obtain the report before the weekend had been refused by officials at the commission.

And it would seem to me that far from "determining the truth", Justice Gomery must be pretty careful in his report to a) not affect any ongoing or future criminal or civil litigation, and b) not stray into personal opinion.
So even if Justice Gomery has an opinion about the veracity of one witness's claims vs. those of another, he must be very careful not to interfere with the criminal proceedings underway.
Hopefully he is saving a public reference to Gomery's tied hands until the day he and the Bloqists vote down the government.

The Commission was set up by Paul Martin in an attempt to insulate himself from the scandal that had its beginnings in Jean Chretien's government.
Gomery is sounding more and more like a Liberal puppet if you ask me...him and that 'Inside Gomery' book and all that...he fits right in with the nest feathering socialist pukes not knowing or caring about 'right from wrong'.
I think the Gomery Commission was a calculation made by Martin solely within the prism of his leadership "coup de partie".
