The Gomery Commission, formally the Commission of Inquiry into the Sponsorship Program and Advertising Activities, was a federal Canadian commission headed by the retired Justice John Gomery for the purpose of investigating the sponsorship scandal, which involved allegations of corruption within the Canadian government.
Gomery specifically said that Martin "is entitled, like other ministers from the Quebec caucus, to be exonerated from any blame for carelessness or misconduct", as the Department of Finance's role was not oversight, but setting the "fiscal framework".

Yesterday, officials at the commission of inquiry said Gomery was receiving expressions of support from across Canada in response to an accusation by a lawyer for former prime minister Jean Chrétien that the judge had lost his impartiality.
The fact that Gomery appears to have made up his mind before hearing all of the evidence makes it very difficult to see how justice could be done by this inquiry anyway.
Gomery should have known better than to: i) speak to the press about an inquiry he is currently presiding over, and ii) reach decisions without hearing all of the evidence.

It is really clear that this inquiry has an effect on the intention of vote toward a Liberal party, either provincial or federal because it is mainly the same.
Quebecers can't see this inquiry end without anyone paying for what happened, and we are talking about politicians, not business sharks because we already know who they are and they already being charge criminaly.

Here's one example: Gomery's Report did not, as the media rushed to declare, "exonerate Paul Martin" and IMO Paul Martin cannot be exonerated until the role of Basi and Virk is fully revealed.
The worst outcome of Gomery would be a Conservative government, which by the way is where the media is going with this, instead of addressing issues with why this took place we will elect a more corrupt bunch to clean it up.

In reality, the outcome of the Gomery Inquiry, at best, will be the determination of the facts in the case within an extremely circumscribed framework.
Even if Justice Gomery's mandate had been enlarged to make criminal liability recommendations, the issue would still remain one of "some bad individuals." Like every other problem in the society, the issue is going to be reduced to the "attitude" of some individuals.
If Justice Gomery really examines the facts at hand and objectively looks at what is needed to change the situation, the only conclusion would be the need for a full review of the entire party-dominated system and electoral laws designed to elect a party government and keep Canadians disempowered.

And it would seem to me that far from "determining the truth", Justice Gomery must be pretty careful in his report to a) not affect any ongoing or future criminal or civil litigation, and b) not stray into personal opinion.
So even if Justice Gomery has an opinion about the veracity of one witness's claims vs. those of another, he must be very careful not to interfere with the criminal proceedings underway.
Hopefully he is saving a public reference to Gomery's tied hands until the day he and the Bloqists vote down the government.
