In the Star Trek universe, Gorkon (David Warner) was the Chancellor of the Klingon Empire and leader of its High Council in the late 23rd Century - from 2291 until his assassination in 2293.
Gorkon's assassination took place aboard the Klingon battle cruiser Kronos One in interstellar space and was masterminded by Klingon General Chang and Starfleet Admiral Cartwright.
The Gorkon was used as a flagship by Admiral Alynna Nechayev.

Gorkon approached the Federation via Captain Spock and opened negotiations that would see the military outposts on both sides of the Klingon Neutral Zone dismantled and a new alliance forged between the two cold war enemies.
Gorkon's peace initiatives were met with open arms by the Federation Council but there were those on both sides who objected to this.

He and McCoy beam over to Gorkon's ship to see what happened--Spock claims that since the situation is his responsibility, he should go, but Kirk points out that it can now be Spock's responsibility to get them OUT of this.
It is determined, however, that the boots could not have been left on board Gorkon's ship [if they had, the killers would have floated off the pad], or vaporized [ship's sensors would have set off an alarm for phaser fire of that magnitude].
Gorkon's death may have converted Kirk's attitude, but I agree with Spock's voiced suggestion: the times have passed Kirk by.

This seems to be contradicted by the fact that Azetbur Gorkon's daughter became Council Leader at the Khitomer talks, but this instance was probably viewed as a necessity to carry on the peace talks with the Federation as smoothly as possible after Gorkon's murder.
