Interestingly, he was probablty supposed to have a larger role in Destroy All Monsters than his cameo in the finished film.
In both the Japanese and English version of the film, a TV commentator refers to the monster that burrows under the Arc de Triumph as "Baragon," despite the fact that it's actually Gorosaurus that appears.
Given that Baragon could burrow, it seems that Gorosaurus was probably a last minute substitution, probably because the Baragon suit was in awful shape after having been modified at least three times to become different Ultraman monsters.

Along with perennial crowd fave Godzilla this film features appearances by such rubber-skinned behemoths as Rodan, Mothra, Ghidorah (alias "Monster Zero") Anguirus, Manda, Gorosaurus, Baragon and a couple of other critters I'd never seen or heard of before.
Godzilla gets the lion's share of the monster footage, of course; some of his brethren are only briefly glimpsed.
(Gorosaurus demonstrates a mean drop kick on Ghidorah.) Unfortunately that redheaded stepchild of Japanese monster flicks, Minilla — the goofy, smoke ring-blowing son of Godzilla — also shows up.

Gorosaurus is cool, but Biollante is incredibly powerful, and without any sort of beam that could catch her aflame, Gorosaurus would probably lose this fight, even with his mighty Kangaroo Kick.
Gorosaurus does have the kangaroo kick but that won't help him if he is wrapped in vines.

Her voice alone will have you wishing that the gorosaurus had eaten her.
Kong has a disappointing and rather silly fight with gorosaurus before battling what is obviously a rubber snake(!) and chasing after the UN Explorer in pursuit of his love Nurse Watson during which we can see the outline of the Kong suit's zipper.
The doll they sometimes use in place of Miller in interactions with Kong is too obviously one and doesn't resemble Miller enough from the back.

The Angilas suit would be used in "Godzilla on Monster Island/vs Gigan," a cameo in "Godzilla vs Megalon," and "Godzilla vs Mecha-Godzilla," and by that time it too was in terrible condition; such are the problems of budget.
However, as a previous poster noted, either the Baragon suit was so badly deteriorated as to be unusable, or else (an alternate theory advanced recently in G-Fan) they had ordered a new suit and it didn't arrive in time to use it.
Similarly, the reporter calls Gorosaurus "Baragon" because Baragon was still the monster named in the script Toho sent over for translation/dubbing purposes.
