The word goth, as it relates to the modern subculture, is a neologism laid claim to by a number of famous figures associated with the goth movement [1].
In referring to goth as a whole it is easier to think of it as a movement, driven by gothic fashion and gothic rock, its members generally exhibiting some degree of taste for a dark, supernatural aesthetic.
Goth, as a concept, continues to evolve and develop in the 21st century, recently embracing influences from rave culture and anime.

I think it's not so much "are they goth?" as "are they relevant to the goth subculture?" (being as it's Category:Goth rather than Category:Goth music artists): and I think it's fair to say that, yes, they are, whether or not their music is "goth".
Calling the Crüxshadows and/or London After Midnight "goth" despite their heavy use of synths is fair, because they're both deliberately aiming for, and creating, what could be described as the "goth" genre sound; calling Assemblage 23 or VNV Nation "goth" musical-genre-wise merely because of their popularity with the goth subculture isn't.

I think Goth is a style and therefore it has it's foundations but is always changing on the surface.
It seems that the main issue with this movement, or subculture, or whatever, is exactly that--the difficulty, impossibility, and at times downright refusal by its own members to accept any form of ghettoization.
You'll find all the latest bands who are considered "goth", I think, as well as stores, clubs, web sites, etc. Mick Mercer has his own cottage publishing industry on the ever-difficult to pin down "movement" and will most likely continue to update this guide enough times to resell it over and over.
