In consequence of his dissipated habits, he was in 1767 recalled by his grandfather, but on promising to reform was in 1768 allowed to enter the university of Gottingen as a law student.
In 1778 Burger became editor of the Musenalmanach, and in the same year published the first collection of his poems.
Burgers character, in spite of his utter want of moral balance, was not lacking in noble and lovable qualities.

Gottfried August Bürger (January 1, 1748 - June 8, 1794), (A person of German nationality) German (A writer of poems (the term is usually reserved for writers of good poetry)) poet, was born at Molmerswende near (additional info and facts about Halberstadt) Halberstadt, of which village his father was the (Follower of Lutheranism) Lutheran pastor.
He was a backward child, and at the age of twelve was practically adopted by his maternal grandfather, Bauer, at Aschersleben, who sent him to the Padagogium at (A city in the Saxony region of Germany on the Saale River; a member of the Hanseatic League during the 13th and 14th centuries) Halle.
In the Göttingen Musenalmanach, edited by H Boie and FW Gotter, Burger's first poems were published, and by 1771 he had already become widely known as a poet.

Most of the tales were assembled by Professor Rudolf Erich Raspe, who flew from Germany to England to escape embezzlement charges.
Raspe added more tales in the subsequent editions of the book, as did Gottfried August Burger in his German translation.
I think if the reviewer read Raspe's or Burger's collections and then saw the movie, he would have a greater understanding of what Gilliam was trying to do and his constraints.
