 Theobald von Bethmann-Hollweg - Wikipedia
Da fyrst Bernhard von Bülow gikk av, etterfulgte Bethmann-Hollweg ham som kansler.
Despite the increase in tensions due to the Second Moroccan Crisis of 1911, Bethmann did improve relations with England to some extent, working with British foreign secretary Sir Edward Grey to alleviate tensions during the Balkan Crises of 1912-1913, and negotiating treaties over an eventual partition of the Portuguese colonies and the Berlin-Baghdad railway.
Nevertheless, Bethmann was generally a voice of moderation, particularly after Paul von Hindenburg and Erich Ludendorff replaced the more ineffectual Erich von Falkenhayn at the General Staff in the summer of 1916.

Arthur Zimmermann - Wikipedia, the free encyclopedia
British intelligence intercepted it on 17 January, but were unable to decipher it at that stage as it had been sent in a new code which neither the British cryptographers nor the German embassy in Mexico possessed.
It was only when it had been transcribed for von Eckardt into the old code, which too was duly intercepted, that the British were able to compare the two codes and so were able to read the latest code and learn the contents of the message.
It was at this stage that British intelligence realized that to transmit the telegram without delay to President Wilson would indicate to the Germans that Britain was able to decipher their codes, a fact which would jeopardize British intelligence operations.

Rez. x-post: Ch. Clark, Kaiser Wilhelm II. Profiles in Power
Clark qualifies the view that the advent of von Buelow brought about a system of "institutionalized personal rule" in which the key departments of the Reich government were dominated by Wilhelm's hand-picked functionaries, thereby avoiding more clumsy interference in governmental affairs by the Kaiser.
Moreover, until 1903 von Buelow managed to convince Wilhelm that the latter, rather than his chief minister, was in control and responsible for the monarchy's record of success both at home and abroad.
The Kaiser told his secretary of state for foreign affairs, Gottlieb von Jagow, that Serbia's response amounted to a "capitulation of the most humiliating kind", and ordered him to inform the Austrians that there was no longer any cause for war and that Wilhelm would mediate for peace.

This is known ever since the publication of General von Moltke's own diary who added that after he returned from his visit with the Kaiser he in fact broke out in tears, suggesting von Moltke might have in fact suffered from clinical depression, already before the war.

For, she proves quite conclusively that Moltke was not the inconsequential figure that we have generally been led to believe.
On the contrary, the Chief of the Great General Staff possessed considerable influence over Kaiser Wilhelm II and was also able to impress his views strongly upon several leading civilian politicians in Germany's so-called 'responsible government', such as Imperial Chancellor Theobald von Bethmann Hollweg and State Secretary at the Foreign Office Gottlieb von Jagow.

He recorded that the results of the conference were “pretty much nil.” The critics have also stressed that, given the Kaiser’s erratic and volatile style of government, it is difficult to see how Berlin could have arrived at, and decided to pursue, a cold-blooded decision to go to war 18 months from December 1912.
As for Germany’s foreign policy position, the mood is seen very clearly reflected in a memorandum which Foreign Secretary Gottlieb von Jagow wrote after a meeting with Moltke in May 1914:

In any event, Helphand’s account of his meeting with Lenin must have sounded encouraging, for on July 6 the German Foreign Secretary, Gottlieb von Jagow, asked the Treasury for 5 million marks to promote propaganda in Russia.

Germany saw the opportunity it longed for in the Sarajevo crisis and gave its total support to Austria-Hungary, knowing that Serbia wouldn't accept the unfair ultimatum in order to force a major military showdown they regarded as inevitable.
Evidence of this can be taken from an extract of a briefing given by the German Secretary of State, Gottlieb von Jagow, to the ambassador of Austria-Hungary: "if Serbia gives an unsatisfactory answer, our declaration of war, and war operations will follow immediately..."
So as far as the short-term cause for the war is concerned, due to the amount of evidence we find to support Fischer's theory, Germany had all the blame since it was planning a conflict of this type beforehand.
