  House Leader - Wikipedia, the free encyclopedia
The House Leader is in charge of the party's day-to-day business in the Canadian House of Commons, and usually conducts negotiations with other parties on the conduct of Bills and debates.
The position of House Leader is especially important during periods of minority government where no one party has control of the House, and bills can only be passed with the agreement of several parties.
The title of Opposition House Leader became official in 1963, and in 1974, a special annual indemnity was attached to the position of House Leader in each of the opposition parties.

As the House leader was making a definitive assertion, one not in the public domain, it is logical to conclude that there was only one place he could have obtained the information, which was via his role as a member of the Board of Internal Economy.
When the government House leader stood in the House yesterday and said that I was successfully sued, people would infer that he knew what he was talking about because he had access to information not available to the public.
The government House leader's accusation was also made by the Parliamentary Secretary to the Prime Minister during debate and by the Minister of Industry during question period.

In his submission, the former government House leader on May 12, 2003 argued that in the Ainsworth decision, the B.C. court confirmed the existence of parliamentary privilege of members against participating in legal proceedings when Parliament was in session.
In particular, members had expressed concern during the debate on the question of privilege that the blind application of the rights of members, such as the right not to be compelled to appear before a court as a witness, might interfere unduly with the rights of others.

Word that the Liberal government made what could be considered a controversial move spread across Ottawa Tuesday morning less than 24 hours after Government House Leader Tony Valeri cancelled a Conservative opposition day.
