In the United States, the Government Printing Office (GPO) prints and provides access to electronic documents produced by and for all federal agencies, including the Supreme Court, the Congress, and all executive branch agencies like the FCC and EPA.
Court decisions, legislative bills and laws, and regulations are printed and distributed to members of Congress, the media, and the public.
The GPO also publishes an official style manual to be used for all Government publications.

A wooden-screw printing press was brought to the Colony with the First Fleet and from 1796 in a small printery behind Government House, the first "government printer" George Hughes printed Government Orders, several broadsides and a few playbills.
The intended establishment of a Government Printing Office was announced by Governor Gipps in 1840.
By 1849 the general supervision of the Printing Establishment was entrusted to a Board consisting of the Auditor General, the Clerk of the Legislative Council and the Colonial Storekeeper.

That requirement includes the Office of Management and Budget, which recently issued a plan that would allow it to circumvent the printing office for the printing of the fiscal 2004 budget, which will be published in January.
Gamboa also said that federal employees who bypass the printing office could face suspension, firing or jail time, or could be forced to repay the government for the cost of the printing services, under the Antideficiency Act, a law that prevents agency officials from spending unappropriated funds.

The Office of Legal Counsel continues to adhere to the analysis and conclusions in its opinion dated May 31, 1996, regarding Government Printing Office involvement in executive branch printing.
The issue central to the May 31, 1996 memorandum -- the constitutionality of Congress's mandate that the executive branch use the GPO for all its printing and duplicating work -- was addressed only in passing in a footnote of the September 13, 1993 memorandum.
The Public Printer also determines “the form and style in which the printing or binding ordered by a department is executed, and the material and the size of type used.” 44 U.S.C. Thus, the GPO's functions are essential to the discharge of all executive functions that require printing work.

Until now, GPO Access has been free only to users on-site in some 600 of the Nation's nearly 1,400 Federal Depository Libraries and to remote users connecting through over 20 depository library "gateways." It was available to others on a subscription basis for a low fee.
