Insurance company policy forms are regulated in each state, most of which require that forms cannot be changed without the approval of the state insurance departments.
Insureds that can get government insurance at less than market costs have reduced incentives to take steps to minimize their exposure to loss - and it is the taxpayers who pay for this.
State insurance regulation of rates and forms would be overridden to provide more appropriate pricing for higher risk insureds (less cross-insured subsidization) and so terrorism coverage could be tailored and made uniform throughout the country and for insurers, reinsurers, and government coverage alike.

To keep these people from having to self-insure terrorism risk, the insurance industry proposes transferring that risk to the taxpayers, most of whom are far less wealthy than the beneficiaries, are not proper subjects to bear terrorism risk at all, and have never agreed to bear or been compensated for bearing that risk.
The insurance industry proposal might have appeal if it were but a small step from private insurance for terrorist acts to government insurance, with the Government intervening simply to provide the required breadth of risk sharing.
While private insurance and Government-forced risk allocation may look very similar to a property owner buying something named an "insurance policy" in either case, in fact Government-forced risk allocation is not close to or similar in any way to the voluntary private arrangements that go by the name insurance.

The subsidized insurance goes to affluent homeowners on both coasts  from Malibu Beach, where movie stars live, to Kennebunkport where the Bush family has a vacation home, to Hyannisport, where the Kennedy family has a summer home, to the Hamptons, where I bought my house.
The cheap insurance encouraged more people to build on the beach, so the insurance risk is now huge.

Flood insurance, for decades offered only by the federal government, covers water damage that seeps in from the bottom of a house; general homeowner policies typically cover only wind and rain damage that comes in through other parts of a house.
(The government's insurance provides only up to $250,000 in flood damage to the structure and $100,000 in damage to its contents.) But some private insurers are now betting they'll be able to profit by offering higher-priced policies in areas less prone to floods.

In this region, I have noticed the insurance debacle seems to be a frequent topic of conversation.
Interestingly, government is seldom blamed for the problem, which might seem like good news for government officials, but then again, no one really seems to be receiving blame.
Government should act to help in situations such as this, but it appears that government is not doing anything.
