Finland is a Republic with a representative democracy governed according to the principles of Parliamentarism.
Executive affairs of government are decided by the Council of State, which is lead by a Prime Minister.
Some matters are decided by the President of Finland in plenary meetings with the Council of State, echoing the constitutional history of a Privy Council.

 Reform of the constitution — Virtual Finland
The Government had in the early 1990s appointed various commissions and committees composed partly of parliamentarians and partly of civil servants to examine ways to implement the reforms to the constitutional legislation called for in the statements issued by Parliament in connection with the various revisions of the constitutional legislation.
Parliamentary supervision of the Government and of the overall administrative machinery of government is to be enhanced by transferring the National Audit Office, which monitors management of the public finances and compliance with the Government budget, from its current position under the Ministry of Finance to become an independent office working in conjunction with Parliament.
In relation to the formation of the Government, the practical effect of the new Constitution is to transfer the appointment of the Prime Minister from the President to Parliament.

This is the response of the Government of Finland to the recommendations, comments and requests for information included in the report on the visit to Finland carried out by the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) from 7 to 17 June 1998.
As indicated earlier, on 23 September 1999 the Finnish government appointed a committee to prepare an amendment of the legislation concerning the enforcement of prison sentences.
A government proposal for the specification of the provisions of the Mental Health Act is to be submitted to Parliament in spring 2000 at the latest.
