BELGRADE, Serbia and Montenegro--The month-long negotiations over the formation of a reformist government in Serbia came an inch away from success last week before the Democratic Party (DS) of outgoing Prime Minister Zoran Zivkovic backed away, infuriating the rest of the democratic bloc.
The Democratic Party of Serbia (DSS) of Vojislav Kostunica, the G17-plus of Miroljub Labus, and the Serbian Renewal Movement-New Serbia (SPO-NS) coalition have all blamed the DS infighting for the present chaos.
At the opening session of the new Serbian parliament on 27 January, the DS joined the SPS in abstaining from voting for the position of chairman of parliament between the reformists’ candidates--Dragan Marsicanin of the DSS and Gordana Pop-Lazic of the SRS--provoking a failed vote.

Agreement on the composition of the new Serbian government was finalised on October 16 between the 18 party coalition led by President Vojislav Kostunica, the Democratic Opposition of Serbia (DOS) and Milosevic's Socialist Party of Serbia (SPS).
