Darfur Documents Confirm Government Policy of Militia Support (Human Rights Watch, 20-7-2004)   (Site not responding. Last check: 2007-09-17)
With government aerial support, arms, communications, and other backing, and often alongside government troops, the Janjaweed militias have been a key component in the government’s military campaign in Darfur; a campaign that has resulted in the murder, rape and forced displacement of thousands of civilians.
Despite the government’s denials, evidence from official documents proves that the Janjaweed are an integral part of the government’s military force and counter-insurgency strategy in Darfur, a force and a strategy that have been responsible for war crimes and crimes against humanity.
The directives issued by government officials illustrate the extent to which the government-backed militias are used as auxiliaries in the military campaign and a fundamental tool and instrument of government policy and military strategy.

Modern History Sourcebook: British Government Statement: Policy In Burma, May 1945
It is accordingly necessary, so long as the government of the country cannot be carried on in accordance with the provisions of the 1935 Act, that recourse should continue to be had to the provisions of Section 139, under which the administration is carried on by the Governor in direct responsibility to His Majesty's Government.
Government in accordance with the provisions of the Act of 1935 having thus been restored, as soon as the conditions in the country permit, a second phase in constitutional development will begin, during which the ground will be prepared for the attainment of full self-government.
A simultaneous process would be discussion of the content of the agreements to be made with His Majesty's Government on matters on which the latter would have continuing obligations after the establishment of full self-government in Burma.

Government policy would be better oriented towards encouraging competition in information provision via the private sector rather than replacing private sector activity through its own actions.
