A Governor-General was always appointed as the highest representative of the Swedish monarch in the Dominions ruled, or the Possessions governed, by Sweden.
The term viceroy is better reserved for the Stattholder, the representative of the Swedish Monarch in Norway when that neighbouring country was in (voluntary) personal union with Sweden, as it concerns a whole kingdom, and notably in the several cases where the incumbent was no lesser then the Swedish Crown prince.
Governors-General could also be appointed, over parts of Sweden proper, today's Sweden and Finland, and usually consisting of several counties in that part of the country, when circumstances so required.

Sweden suffered further territorial losses during the Napoleonic wars and was forced to cede Finland to Russia in 1809.
Sweden's predominantly agricultural economy shifted gradually from village to private farm-based agriculture during the Industrial Revolution, but this change failed to bring economic and social improvements commensurate with the rate of population growth.
While some argued that it went against Sweden's historic policy of neutrality (Sweden had not joined the EU during the Cold War because it was incompatible with neutrality), others viewed the move as a natural extension of the economic cooperation that had been going on since 1972 with the EU.

Personally I never liked Governors I always found that build the exsact thing I do not want, so the only way i'll use one is if they are as good as they stay otherwise, i'll do it myself as I always did.
I only use governor's towards the end of the game because early on I like to pay attention to what my cities are doing.
As long as governors can be turned on and off for each city, it could be very useful to players in a couple of different ways.
