Ironically, however, this act failed to unite South Africa in a real sense because by excluding the fl majority from political participation, it fueled the discontent and the conflict that characterized the country's politics throughout the twentieth century.
The constitution of 1961 was based largely on the South Africa Act, but it severed ties with the British Commonwealth of Nations, replacing the words "king," "queen," and "crown" with "state." The state president replaced the British monarch and governor general.

One would suppose that this flag went out of use in 1931, at the same time that the Union Jack of the Governor-General of the Union of South Africa was replaced by the royal crest and scrolls on a blue flag.

As the United Nations recalled its role in advancing the end of apartheid in South Africa, the President of the General Assembly hosted a meeting this morning to commemorate 10 years of freedom and democracy in that country.
On a day when South Africans witnessed the swearing in of the country’s third democratic government, the meeting heard a commemorative message from President Thabo Mbeki, as well as statements by the Presidents of the Assembly, Security Council and the Economic and Social Council, as well as the Secretary-General, among others.
He said the United Nations had recognized the legitimacy of a struggle by the majority of South Africans for their individual and political freedom, while consistently urging the South African Government to adhere to its obligations under the Charter and international law.  Other international and non-governmental organizations had joined in the anti-apartheid efforts.

The first South African Presidential flag, like its predecessor, was blue and in place of the Royal Crest bore the embellished version of the South African coat of arms in full colour in the centre, ensigned with the letters SP in gold.
The first State President's flag was an adaptation from the Governor-General’s flag (as used from 1931 until 1961), which followed the British pattern of a dark blue flag with the British royal crest of the crown with the lion standing on it in the centre.
