Phillip's plan was for a squadron of three battleships and a frigate to mount a raid on Buenos Aires and Monte Video, thence to proceed to the coasts of Chile, Peru and Mexico to maraud, and ultimately to cross the Pacific to join Admiral Hughes' East Indian squadron for an attack on Manila.
Phillip's contribution to the defence of Brazil was always remembered there and both when he called at Rio de Janeiro in August 1787 as commodore of the fleet going to colonize New South Wales and during his return to England in February 1793 he was honoured with extraordinary attention.

Governor King, in 1802, said that every ship arriving at Sydney reported great numbers of whales, but there was an objection to whaling on the coast on the part of the masters of the whale-ships owing to the frequent gales.
Governor Macquarie, writing home on 12 March 1810, added that South Sea whalers would need to be cautioned to be very vigilant and guarded in their intercourse with the New Zealanders as well as with all natives of the South Sea islands.

After Phillip wrote to his superiors in England about this matter, they were replaced except for some who volunteered to stay and join the newly arrived corps.
Having some of the originals in the corps caused the whole corps now to be less respectful than the original marines and Phillip advised the home office to that effect.
