 The South Carolina Governor
South Carolina’s governor is weakened further because he shares a wide range of state fiscal and administrative functions with the State Budget and Control Board.
If a governor is elected by a wide margin of votes, this is a good indicator that a significant majority of the public looks favorably on some key aspect of his or her campaign platform, position or views.
A governor who is cognizant of the political tension and partisan battles of the state’s legislature can usually count on the support of legislators from his or her own party if he or she has been actively supportive of legislative campaigns and attentive to the major party issues.

Now another Southern governor, South Carolina's Jim Hodges, is talking about lying down in the middle of the road to block federal plutonium shipments from Colorado, or sending the highway patrol to block the trucks.
South Carolina Democrats are charging that the Bush administration's decision to ship the waste shows that it has picked Colorado voters over South Carolina voters in order to help U.S. Sen. Wayne Allard, R-Loveland, win re-election.
But Hodges is running for re-election, too, and some South Carolina Republicans gripe that he doesn't want to solve the plutonium issue so much as use it as campaign fodder.
