Self-Determination and Decentralisation in the Caribbean: TOBAGO and NEVIS
Generally, decentralized autonomy to be credible or meaningful tends to be extensive in the devolution of both administrative and political powers.
For the political governors of Nevis, size must not be uncritically equated with viability in the modern world at the end of the twentieth century, and in itself, they argue, it is of less consequence than the quality of the population and its economic structure.
Of all the cases for autonomy and separatism in the Caribbean, Tobago, which is one small part (about 6% in territory) of the twin-island state of Trinidad and Tobago, with population of about 1,300,000 (1990) and measuring 5,148 km., has been the most persistent in seeking some type of self-government.
