Governors Island is a 172 acre (696,000 m²) island in Upper New York Bay, approximately one half mile from the southern tip of Manhattan, of which it is legally a part, in New York City.
Towards that end, two fortifications were placed on Governors Island in the years preceding the War of 1812 as part of an extensive coastal defense system including Castle Clinton (or Fort Clinton) at the southern tip of Manhattan.

 Governor's Island Letter
The park ranger who gave the 11:21AM tour described Cornbury as an unpopular governor, and gave several reasons: that Cornbury misappropriated funds and disregarded the wishes of the colonists, and that he was a cross-dresser.
The history of Cornbury's term as governor is disputed, but it is possible that he was, in fact, unpopular because he cross-dressed.
What upset me was that the ranger seemed to agree with the colonists that a man who cross-dresses is not fit to govern a colony, and he assumed that the visitors would feel the same way.
