The Territorial Superintendent of Public Instruction was created in 1879, became the Superintendent of Public Instruction in 1912, then became the Board of Education and finally the Department of Education in 1981.

When these officials arrived in the new territory, the Territorial Governor issued a proclamation calling for an election of a territorial assembly, a body similar to a legislature in the states, and a representative to serve as a non voting member of the House of Representatives in Congress.
Territorial governments composed of officials appointed from Washington and representatives elected from the territory serving in the assembly created counties and authorized establishment of governments at that level.
The difference between government in the territories and in the states is that the territorial governors, secretaries and judges, that composed the court system and the Territorial Supreme Court, were appointed by the President, not elected by the citizens of the State.

Arizona and the West were anxious that the Apaches should be conquered at once, because about this time it began to dawn upon the West that Arizona was a great mineral country.
The Territory was organized in 1863, but it was well on in 1864 before the ‘outfit’ reached the country, and the formal declaration of the organization of the country made, which took place at old Fort Whipple, on what was known as Postle's ranch.
Governor McCormick, in speaking of the border troubles, remarked that when the Blue Water and Mission Camp murders were committed, he reported the same to the authorities in Washington, saying that should such things continue, it was probable that a strong force would invade Mexico and retaliate.

Safford, known both as the "little governor" because of his short stature, and "the governor who granted himself a divorce" was appointed governor in 1869 and served until 1877.
Although he was governor from 1878 to 1882, he did not arrive in Arizona until 5 months after the appointment and departed for the East the next year, returning to Arizona only to resign.

In the summer of 1861, Governor Santiago Vidaurri, the feudal ruler of the provinces of Nuevo Leon and Coahuila, wrote to the Confederate Government at Richmond, offering to annex his provinces to the Confederacy in return for a regiment of Texas troops and artillery, which would be used to win a revolution.
Thus, the only Mexican governor who ever expressed a serious interest in selling his provinces to the Confederacy, and certainly the only one to ever promise anything in writing, was totally ignored by the Confederate Government.
Reily was presented to the Governors of both States while wearing the uniform of a Colonel of Cavalry, Confederate States Army.

Back in 1995, Governors Mike Leavett of Utah and Roy Romer of Colorado agreed to collaborate on a "university without walls" which would involve institutions of higher education throughout the states represented by the Western Governors Association.
Although tuition will vary depending on the educational provider, WGU is meant to provide access to a broader base of students at a lower cost (Western Governors University Frequently Asked Questions, 1997) As of July 1997, thirteen state governors had signed a Memorandum of Understanding in which they pledged their support of WGU.
Due to the support of the western governors, WGU is now in the "pilot" stage.
