As per the Constitution, the governor's is a titular, ceremonial post, a sinecure for a cashiered politician or, relatively rarely, a just reward for distinguished public service.
In practice, in the long decades of the Congress' monopoly politics, governors were the ruling party's agents provocateur.
The suggestion that governors exercise a "moral influence" and have a role to play in poverty alleviation and mobilising "grassroots activism" is therefore somewhat strange.

The Congress high command is as guilty as the Bihar governor, Buta Singh, in the Bihar assembly dissolution drama that invited the wrath of the supreme court.
Governor Buta Singh was ready to serve the Congress cause even though he had been a partner in the National Democratic Alliance government for few months before his return to the Congress.
The verdict clearly says that the governor did not have the basis to assume that there was no legitimate realignment of political parties and there was blatant distortion of democracy by induced defections through unfair, illegal, unethical and unconstitutional means.

  Bihar dissolution: Supreme Court indicts governor
In a severe indictment of Bihar Governor Buta Singh, the Supreme Court on Tuesday held that he misled the Centre in recommending the dissolution of the state assembly and said the Union Council of Ministers should have cross-checked before accepting his recommendation.
Terming the governor's action as 'drastic and extreme', the bench said the court cannot be a silent spectator to such 'subversion of the Constitution'.
The governor had recommended the dissolution amid allegation that he prevented the National Democratic Alliance, which was on the verge of cobbling up a majority with a breakaway group of Lok Janshakti Party of Ram Vilas Paswan and few independents from forming the government.

The CBI has sought sanctions from the governors of Bihar and Jharkhand to prosecute RJD president Laloo Prasad Yadav in yet another case of the multi-million fodder scam, sources in the investigative agency said on Saturday.
Besides Bihar Governor V C Pande, the CBI had approached his counterpart in Jharkhand Prabhat Kumar on March 11 as the case had originated in that state.
Similar sanctions have been sought from Bihar assembly Speaker Sadanand Singh to proceed against MLAs allegedly involved in the case.

Nitish Kumar and the rest of the NDA in Bihar had high hopes about Paswan’s anti-Laloo Prasad campaign, through which he made it clear that his Lok Janshakthi Party (LJP) would fight the Assembly elections independent of the RJD, but would try to rope in the Congress.
Sections of the political class in Bihar are of the view that many developments after the polls, including the denial of the Railway Ministry, have intensified Paswan’s disaffection against Laloo and the RJD.

The same applies to governors who are the President’s representatives in state capitals and are similarly expected to act in a non-partisan, and impartial manner in strict accordance with the letter and spirit of the Constitution.

New Delhi, January 24: Mounting an offensive on the government in the wake of the Supreme Court judgement on Bihar, leader of Opposition L K Advani today charged Prime Minister Manmohan Singh with misleading the President on the State Assembly dissolution and demanded his resignation along with that of Governor Buta Singh.
He said though going by language and phrases, the court's accusation may seem harsher against the Governor, "the culpability of the Prime Minister is vidently greater because he convened a meeting in the dead of the night and it was he who was instrumental in misleading the President".
Asked about the court's suggestion for a national policy outlining common norms for appointment of Governors, he said the inter-state council had not accepted it but the NDA government used to not only consult but also appoint governors with the consent of the states.

March 17: RJD president Laloo Prasad Jadav is again in the centre of a controversy with the CBI seeking the go-ahead from the governors of Bihar and Jharkhand to prosecute him in yet another case of the multi-crore fodder scam, the investigative agency sources said on Saturday.
The sources said the case No RC 47(A)96 related to illegal withdrawal of over Rs 1.39 billion by officials of the animal husbandry department from the Doranda treasury at Ranchi, the capital of Jharkhand, between 1991-96 when Laloo was the chief minister of Bihar.
The agency sources apart from seeking permission from the Bihar Governor V C Pande to prosecute Yadav, had also sought the necessary clearance from his Jharkhand counterpart Prabhat Kumar on 11 March as the case had originally surfaced in that state.

As the Bihar conundrum draws to a close, it is interesting to find a remarkable coincidence in the judicial pronouncements in India and Pakistan in matters relating to arbitrary dissolution of elected legislatures by overweening dictators, presidents or governors in the two countries.
The Court declared the dismissal of Junejo government “illegal and unconstitutional” but refused to restore it on the plea that democratic elections had already been announced after a long period of military dictatorship and the process must be allowed to run its course without interruption.
In a minor variation the provincial ministry and legislature in Baluchistan, dismissed by the then military governor without the knowledge or approval of the then incumbent prime minister Benazir Bhutto in 1989, was restored by the Baluch High Court.

Worse, the manner of dissolution of the yet-to-be-constituted Assembly in Bihar just when there emerged a strong likelihood of a viable elected government was a most disgraceful act ever by a State Governor.
The PM would have sounded far more earnest had he moved Buta Singh, with his baggage of his two sons, oddly named Sweety and Lovely, to a lesser Raj Bhawan where the scope of their inflicting damage on the constitutional institution was minimal.
