In the 7th century Kashmir is said by the Chinese traveller Hsuan Tsang to have included Kabul and the Punjab, and the hill region of Gandhara, the country of the Gandarae of classical geography.

 Sardar Banda Singh Bahadur
In few days the Guru held a durbar, conferred the title of Banda Bahadur on him and appointed him his military lieutenant to punish the Governor of Sarhind who had killed his two youngest sons, and was mainly responsible for the death of his two elder sons, his mother and thousands of Sikhs and Hindus.
He was given a council of advisers of Five Sikhs who on their arrival in Punjab were to assure the Sikhs that Banda was Guru's nominee and deputy to organize them in order to lead an expedition against Sarhind.
Instructions were issued to the governors of Delhi and Oudh and other Mughal officers to march towards Punjab.

 Background
It seems probable that during the reign of Srong-tsan Gam-po, Buddhism was restricted to the court and the priests were Indian or Chinese.
During his reign Srong-tsan Gam-po is said to have sent a scholar and companions to Kashmir to study writing so that a Tibetan script might be adopted.
He appointed the district governors and officers of the army on the proposal of the Kashag and with the approval of the Ambans.
