This specifies that each Provincial Governor establish a Land Acquisition Committee in each kabupaten and kotamadya to be chaired by the Bupati or Walikota.
Governors can also issue project-specific decrees with guidelines on specific procedures and entitlements for compensation and rehabilitation for people affected, as a basis for planning, implementing and monitoring resettlement according to Presidential Decree No. 55/93.

In a new twist to the controversy over the removal of Governors appointed by the previous NDA regime, the Centre has told the Supreme Court that the President had unfettered powers to order removal of governors and they could not be questioned by a court of law.
Denying that “ideological difference” were the main reason for the removal of the four Governors on July 2 last year, the Union Government said “the allegation of the petitioner that Governors were removed for their difference in ideology is apparently based on some media reports and not on facts.”
Insisting that no grounds were required to be mentioned by the President while revoking his pleasure to remove a Governor, the government said a Governor had no fundamental right to continue for five-years in office.
