Gowron, son of M'Rel, was Chancellor of the Klingon High Council in the late 24th Century.
The move was condemned by the Federation Council, and Gowron withdrew from the Khitomer Accords, ending the decades long alliance with the Federation.
Even though Gowron's actions toward the end of his life were clearly dishonorable, he died in honorable combat (Worf even performed the Klingon death ritual over the body) and so it is likely that Gowron ascended to Sto-vo-kor after his death.

Starfleet Command decided that the best end to end the war was to expose Gowron for what he really was, and so a Starfleet infiltration mission lead by Captain Sisko was ordered to infiltrate Tiger Core, (the location of Klingon War Headquarters) and expose the Gowron Changeling.
Worf and the Gowron Changeling are soon in a fight to the death - just before Worf can kill “Gowron”, Odo discovered that General Martok was in fact the Changeling at the heart of the Klingon Empire.
Gowron agreed with this proposal, and the Knitomer treaty was resigned shortly after Stardate 50564.2.

Gowron refuses, since his ascension to the throne is almost a certainty...
As Gowron has told Picard, the Romulans are indeed behind the Duras family and when the person behind the scenes, driving the Romulans to this path is revealed, the avid Star Trek fan will gasp in amazement and be dying to see Part II to have it explained.
